Wire Transfer Payouts

Usually they are completed by financial team and they have their own documentation.

Once it's completed at bank level, we need to reflect that payment on the IxDF platform:

1. Make Payment module aware about payout (for at least financial reports)
2. Make Referral module aware (to mark some conventions/invited Members as paid)
